i just remembered something. When the crystal heart was put back in place and Sombra would have been banished i shielded him. Stopping him from being destroyed. After a months time i came back and he already had a mate and his choice. He chose to stay there among those who loved him and those who helped achieve balance within himself. He has no desire to even think coming back to equestria or the empire.
